hi i have tried to elucidate the discrepancies obtained in the Answers published for public administration b-series for SOME QUESTIONS, please consider the references ( name of books page numbers etc. mentioned giving back up to the answers which may be corrected).

I HAVE ADDED FULL EXPLANATION FOR THE ANSWER. ONE MORE QUESTION HAS BEEN ADDED.

Q-52 related to NPA please refer book Fadia & Fadia , chapter 15 Paragraph 3 clearly shows that Frank Marini , Fredrickson , Charles Lindblom , Vincent Ostrom are related to NPA , and not Chris Argyris .
so answer will be (2) a,b,c
————————————————————————————————————————–
Q-32 answer will be (3) please refer page 179 of M.lakshmikant (5th edition) which shows that the functions of leadership given by peter drucker.
———————————————————————————————————————————–
Q-12 Answer will be (4) please refer , Rajni Goyal , M.lakshmikant (5th edition- page number 528 & 529) or any other book only L.M.Singhavi committee has called for constitutional status for PRIs , even refer previous year 2008 RAS paper this question was there. ALSO REFER QUESTION No. 90 OF IAS PAPER OF 1995. The same question has been asked there and answer is L.M.Singhvi committee.
———————————————————————————————————————————
Q-40 answer will be (1) Yezhel Dror because all other belong to trait theory of leadership refer Fadia & Fadia and M.lakshmikant (5th edition).
———————————————————————————————————————————-
Q-57 please refer any book on Riggs. whether it is Fadia & Fadia or M.lakshmikant (5th edition) , or Galgotia , or Maheshwari , we find that prismatic society has 3 characteristics , heterogeneity , formalism and Overlapping , here FORMALISM means incongruence between form & practice so the statement two is completely incorrect as it says there is congruence between from & practice .

TO BE MORE PARTICULAR: PLEASE REFER M.lakshmikant (5th edition) PAGE NUMBER 24 lasrt paragraph on FORMALISM.

WHICH READS AS “a prismatic society has high degree of formalism , that is a degree of discrepancy or incongruence between the formally prescribed and the effectively practiced , between norms and realities.
This clearly makes the statement two of question number 57 incorrect and hence the answer will be -3.
Answer will be (3)
———————————————————————————————————————————–
Q-58 the statement one is incorrect because conceptually administrative theory is close to Weberian Bureaucratic theory as both these theories tell about optimal organisation of administrative structure. That is the reason why March and Simon have placed bureaucratic organisation theory in the category of classical organisation theory.

Further the SM theory of Taylor is not at all equal to administrative management theory given by Fayol please refer differences between them at page number 111 & 112 of M.lakshmikant (5th edition).

So as the 1st statement is not correct. Hence, the correct answer is 4. Second statement is any ways correct; it clearly depicts the properties of administrative theory.
——————————————————————————————————–

Q-70 please refer Fadia & Fadia , M.lakshmikant (5th edition) , Galgotia for behavioural approach , the first this approach looks for is a value free science ant that is why the focus extensively on lab and field stuies which by nature are inductive and not deductive so the answer will be Answer will be (3) a,b,d i.e. it is Micro level approach , it is empirical study of data from field and it uses value free scientific methods.

For more specific reply please see M.lakshmikant (5th edition) page number 135 where eight basic premises or intellectual foundation stones of behavioural approach given by David Easton have been give the 5th premise is related to values which clearly shows that behavioural approach is VALUE NEUTRAL, OTHER premises shows it is scientific , empirical and it is called as micro approach ( reason why it is called micro approach , please refer for reason on page number 140 M.lakshmikant (5th edition) , criticism of behavioural approach point number-5)
——————————————————————————————————————————————————————
Q- 74 Answer will be (3) refer M.lakshmikant (5th edition) pages 248 & 249. where executive office of president of America has been explained in details.

Q- 93 Answer will be (2) refer M.lakshmikant (5th edition) page 255 point Number -4 in American budgetary process.

Further about gender budgeting please consider this.
First time reference to GB was made in the budget speech of 2000-2001 and first time provision were made in the budgets of 2002-2003, 2004-2005 and 2005-2006
